Holmes are tied for third, two strokes behind Noren.Tiger Woods will be playing in the final round of the Farmers Insurance Open for the first time since winning the tournament in 2013. He missed the 54-hole cut in 2014, withdrew in 2015 because of pain in his back after playing 11 holes at 2-over, did not enter the tournament in 2016 and missed the traditional 36-hole cut in 2017.Woods is eight strokes off the lead in a five-way tie for 39th. He had his best score in the 2018 edition of the tournament Saturday, a 2-under 70 on the South Course in a round he described as “gross.”“It was a struggle out there,” said Woods, who is playing his first PGA Tour event in a year. “I didn’t hit it worth a darn all day. I was really struggling out there trying to find anything that was resemblance of a golf swing. But I was scoring, I was chipping, putting, I was grinding.“I was trying to miss the ball on the correct sides because I know I didn’t have it, trying to give myself the correct angles and I did that most of the day. Then I had to rely on my touch, my feel, my putting and it’s been good all week.”Woods made four birdies, including three on par 5s, and bogeys on the 11th and 16th holes.Noren shot a three-under 69 to take the lead after any round for the first time in his 36 PGA Tour starts.Noren began the round three shots off the lead. He had an eagle on the par-5 sixth hole, a double-bogey on the par-4 12th hole and birdies on the 13th, 16th and 18th holes to go to 11-under 205 for the tournament.Noren is a 35-year-old from Sweden who played at Oklahoma State and mainly plays on the European Tour. This is the first time he has played in the Farmers Insurance Open.Noren’s best result on the PGA Tour was tying for fifth in the 2017 World Golf Championships-Dell Technologies Match Play when he reached the quarterfinals, losing to eventual champion Dustin Johnson. His best finish in stroke play was tying for sixth in last year’s British Open. He has nine victories on the European Tour, including four in 2016.Noren is 19th on the Official World Golf Ranking, 11 spots below his highest ranking, which came in July.Only five times since 2000 has a player leading or sharing the lead through three rounds gone on to win the Farmers Insurance Open, most recently Woods in 2013.Palmer, the tournament leader by one shot over Jon Rahm entering Saturday’s play, shot a 1-over 73. He had a birdie on the fifth hole, bogeys on the seventh and eighth, an eagle on the 13th and bogeys on the 14th and 16th.“It was a grind,” Palmer said. “I hit a lot of solid putts, just speed was off pretty bad I thought for a while there. Got a little lazy on my golf swing the last four or five holes. Unfortunately on 14 I thought I hit it perfect and ends up a foot in the rough and dead.”The eagle on 13 “made up for the whole day,” Palmer said.“I hit a great tee shot,” with a 5 wood Palmer said, measured at 336 yards. “I knew it was enough club and I hit it perfect.”Palmer hit his second shot 259 yards, leaving him with a 44-foot, 6- inch putt for the eagle.“It rolled in like I tapped it in, it rolled in so perfect,” Palmer said.The putt prompted a roar from the crowd.“When you get those kind of roars, that’s excitement,” Palmer said. “You don’t get that very often. Renault Not content with only an alliance, French automaker Renault wants to pursue a full merger with Nissan, the Financial Times reports. After that’s completed, Renault then reportedly wants to go on and seek a merger with Fiat Chrysler Automobiles.The FT says that Renault wants to begin merger talks with Nissan within 12 months’ time, and after that the company would start looking to merge with another automaker. FCA is on the list of “the preferred targets” for that merger.The FT also reported this week that FCA chairman John Elkann has recently discussed merger possibilities with Peugeot, as well as “with Korean and Chinese automakers.” Despite that, no deals are apparently imminent. Still, with Renault’s pursuit of FCA some way off, it’s not impossible that FCA will find a suitor before Renault has finished its merger tie-ups with Nissan.Renault didn’t immediately respond to a request for comment. A Nissan spokesman in the US declined to comment.Late FCA CEO Sergio Marchionne was known to be interested in pursuing mergers in his final years at the company’s helm. His replacement, current FCA CEO Mike Manley, also has publicly stated his interest in tie-ups with other automakers. He told Automotive News earlier this month that, “I want to find areas where cooperation — whether it is partnerships, whether it’s joint ventures or whether it is deeper levels of equity cooperation that makes sense for us.”There’s some interesting historical context for a Renault and FCA deal. The 6.2-liter V8 puts out 460 horsepower and 465 pound-feet of torque. You can get it with a seven-speed manual or eight-speed automatic transmission, but the kicker is the borrowed chassis and aero parts from the beefier Z06. Like I said, perfect balance. Manuel Carrillo III/Roadshow Modern vehicle wiring is complex. If even one thing goes wrong, a litany of problems could crop up, some of which might affect the vehicle’s overall safety. For Mazda, its latest recall focuses on connectors that might do weird things with the electrical system.Mazda announced this week that it will initiate a recall for 7,854 examples of the 2018 Mazda CX-9 crossover. The vehicles in question were built between Sept. 12, 2017 and Nov. 9, 2017.The problem comes from the wiring harness. A “weak retention force” in some wiring harness connector terminals might cause disruptions between different control modules in the car. Each presents its own problem, which complicates matters. In some cases, the turn signals may stop working, the engine might not restart or the passenger-side front airbag may not deploy in a crash. Each of these represents a unique safety hazard, but thankfully Mazda says it’s received no reports of accidents or injuries related to the defect.Mazda didn’t say how it plans to remedy the situation, whether it’s installing new harness connector terminals or replacing parts of the harness or something else. It also did not say when dealers and owners should expect to receive notifications. GOP Health Care Bill Could Leave 24M More Without Coverage By 2026

It estimates that the bill would reduce the federal deficit by $337 billion between 2017 and 2026. It also estimates that compared with current law, 14 million more people would be uninsured by 2018, and 24 million more would be uninsured by 2026.Just over 28 million Americans were uninsured in the first half of 2016, according to the latest data from the Census Bureau. The CBO estimates that in 2026, there would likewise be 28 million uninsured Americans if the current healthcare laws remained in place. However, 52 million would be uninsured under the Republican repeal and replace plan thus far, also known as the American Health Care Act.Much of the initial spike in uninsured Americans would come from repealing the individual mandate.“Some of those people would choose not to have insurance because they chose to be covered by insurance under current law only to avoid paying the penalties, and some people would forgo insurance in response to higher premiums,” the CBO wrote.But overall, a big chunk of that increase in the uninsured comes from Medicaid, as the Republican bill rolls back the Affordable Care Act’s Medicaid expansion. In 2026, 14 million fewer people would be enrolled in Medicaid under the GOP healthcare bill, accounting for half the total increase in uninsured.In addition, CBO estimates that the Republican bill would reduce the number of employers offering health insurance, in part because the AHCA repeals the employer mandate to provide insurance. In addition, the CBO notes that the GOP plan’s tax credits (only available to people who aren’t offered insurance at their jobs) would be available to more people than under Obamacare. That could inspire some people to look outside of their jobs for coverage.While the number of uninsured Americans would immediately climb, the trajectory for premiums is more complicated. In the near future, average premiums for single people buying insurance in the individual market would be up to 20 percent higher than they would be under Obamacare.However, those premiums would eventually settle below where they would be under Obamacare. By 2026, those same premiums would be 10 percent below where they would be under the Affordable Care Act.Importantly, that doesn’t mean that everyone’s premiums would fall. The GOP’s bill expands how much more insurers can charge older people than younger people. Under the AHCA, older Americans could be charged five times more than younger people, up from three times under current law.That means premiums would be “substantially” smaller for younger insurance-buyers and “substantially” bigger for older Americans, the CBO wrote.The Republicans’ new plan would reduct the deficit by just under $34 billion a year, on average, over the next 10 years. For fiscal year 2016, the total federal budget deficit was $587 billion.The AHCA is just the first part of the Republicans’ plan to repeal and replace the Affordable Care Act, also known as Obamacare. The bill, written as part of the budget reconciliation process, can only make fiscal-related changes. Part two of the GOP’s process as described by House Speaker Paul Ryan will include deregulation. Part three will include changes to the law that could not be made in the reconciliation bill.President Trump has not yet responded directly on Twitter to the CBO’s report. Their small size allows them to be hidden easily in a variety of materials and objects, and scientists’ ability to easily tailor their physical and chemical properties makes it possible to design nanostructures for specific coding functions.In a paper describing this work, published in a recent edition of Nano Letters, the researchers, led by Northeastern chemist Chad Mirkin, describe how the nanodisks can form physical binary codes. The group started with nanorods made of gold and nickel and, using a method they developed, carved disks out of each rod. The disks are created in twos, with up to five pairs created per rod.Each of the five disk-pair locations along the rod can correspond to a “0” or a “1,” depending on whether that location is occupied by a disk pair. For example, if only one disk pair is present, and it is situated at the third location, that code is read as 00100. If two disk pairs are present, at the fourth and fifth locations, the code is 00011.“This is a rapid, low cost way of making many unique nanostructures that can identified and read based upon high sensitivity spectroscopic techniques,” Mirkin said to PhysOrg.com. “It’s a beautiful example of how the ability to shape and control the size and surface composition of a nanostructure can translate into significant technological advantages.”The group has made nanodisk arrays as long as 12 micrometers (millionths of a meter), which can support as many as 10 disk pairs, yielding 287 physical nanodisk codes.The researchers increased the codes’ usefulness by functionalizing them with a class of dye molecules called chromophores. This makes the codes spectroscopically active, allowing each to emit a unique light spectrum when illuminated by an exterior light source, typically a laser beam.Due to the physical and spectroscopic codes they can exhibit, the nanodisks are particularly suited for biological tagging, a method of tracking and detecting individual biological materials, such as DNA. The researchers proved this by attaching pieces of single-stranded DNA to the surfaces of the nanodisks in a 11011 code. Each of these strands was complementary to half of a “target” DNA strand—the strand being tagged. The other half of the target strand was complementary to a “reporter” strand, rendered spectroscopically active with dye. The overall structure formed a three-strand “sandwich,” with the target strand in the middle.The group also created a similar sandwich structure using a different reporter strand and a 10101 code, and then mixed the two samples.
