A “weak retention force” in some wiring harness connector terminals might cause disruptions between different control modules in the car. Each presents its own problem, which complicates matters. first_imgMiddle-income earners have welcomed the income tax proposals that stand-in finance minister Piyush Goyal presented in the final budget of the Narendra Modi government for 2019-20 financial year.Though the income-tax slabs have remained unchanged, now individuals with a net taxable income of up to Rs 5 lakh are exempt from paying any income tax for this fiscal.The saving for individuals of this slab would amount to Rs 12,500 per year, experts say.A person who earns up to Rs 6.5 lakh per annum can effectively bring down the next taxable income to Rs 5 lakh with proper investments and escape paying any tax, according to experts.The budget has also raised the standard deduction to Rs 50,000 from Rs 40,000,People earning larger incomes do not benefit from the changes to the tax rules because there is no change in the slabs, but only a rebate, according to experts.Those earning less than Rs 10 lakh can still benefit because of the increase in the limit of exemption available on house rent and children’s tuition fees. The threshold for tax deduction at source on rent has gone up to Rs 2.4 lakh from current Rs 1.8 lakh.Interest income earned up to Rs 40,000 will not attract any tax, Goyal said. The government hopes to simplify tax interface further to increase collection and return filings. Goyal said the tax scrutiny would be done electronically eliminating any interaction between the tax authority and the taxpayer. “Within nearly two years, all assessment and verification of IT return will be done electronically by an anonymous tax system without any intervention by officials. All income tax returns to be processed within 24 hours and refunds to be issued simultaneously,” he said.The existing income-tax slabs for individuals below 60 years are: up to Rs 2.5 lakh, no tax; Rs 2.5 lakh to Rs 5 lakh, 5 per cent; Rs 5 lakh to Rs 10 lakh, 20 per cent; and above Rs 10 lakh, 30 per cent.For senior citizens (aged 60 years or above but less than 80 years), income up to Rs 3 lakh comes free of tax. Income from Rs 3 lakh to Rs 5 lakh is taxed at 5 per cent, and an income from Rs 5 lakh to Rs 10 lakh at 20 per cent and above Rs 10 lakh at 30 per cent.The minister said that the direct tax collection has increased to Rs12 lakh crore in the 2018-19 financial year from Rs 6.38 lakh crore in 2013-14. He said the tax base was also expanded to Rs 6.85 crore from Rs 3.79 crore. For senior citizens aged 80 years and above, income up to Rs 5 lakh was exempt from tax. Income from Rs 5 lakh to Rs 10 lakh was taxed at 20 per cent and above Rs 10 lakh was at 30 per cent.The interim budget leaves unchanged the cess on income tax that Finance Minister Arun Jaitley raised to 4 per cent from 3 per cent in the FY2019 budget.The tax proposals have evinced mixed reaction from tax experts. It’s like the grass was greener, the sky was blue, every song on my Discman at the time was like a love song from God to me,” she said.She had what she called a profound experience of God’s love when she volunteered to help one of the sisters move from the Minnesota school down to the motherhouse of the Dominican Sisters of Springfield in central Illinois.During that visit to the motherhouse, she saw the sisters there working as a team and realized religious life was something she could do.With so many siblings, she understood teamwork, she said.And it’s one of the things she loves so much about sports.“It shapes character and it inspires greatness and it pulls out your potential to be something more,” she said. “All of that is religious life, too. Your religious life is a team, and we push one another to be strong in virtue and character, and we work together to do something good for the human family.”Twenty-five years later, Sobieck said, she is excited to see how God is using the gifts and interests she believes God gave her and hopes it will be an encouragement to others.“You don’t have to give up your gifts or the things you’re passionate about. Gas dynamics in a nearby protostellar binary system studied with ALMA

first_img Protostars as single objects or existing in binary systems are important for astronomers to study the mechanisms of star formation. In some protostellar binaries a peculiar “bridge” of material is clearly visible, which connects the recently formed components. This remnant material could be the key to better understand how stars form and evolve.IRAS 16293−2422 (or IRAS 16293 for short) exhibits such a bridge connection between the two companions. It is a young, Class 0 protostellar system located some 400 light years away in the Ophiuchus cloud complex, consisting of two protostars, designated IRAS 16293A and IRAS 16293B, separated by about 636 AU from each other.Besides an arc of dust and gas connecting the sources, previous observations of IRAS 16293 have also found outflows from the object “A.” These features make it a very complex system, where the observed gas line emission can only be explained by a combination of multiple physical components.In order to gather more information about on this subject, which could provide essential hints into the nature and evolutionary status of IRAS 16293, a group of astronomers led by Matthijs H.D. van der Wiel of the Netherlands Institute for Radio Astronomy (ASTRON), has employed ALMA to observe this binary.The observations were conducted between June 2014 and May 2015, as part of the ALMA-PILS spectral imaging survey. From the data provided by the survey, the researchers chose molecular gas line transitions of CO, H2CO, HCN, CS, SiO, and C2H and used them to kinematics, density, and temperature in IRAS 16293.Analyzing the results, the astronomers found that the kinematically quiescent bridge of dust and gas spanning between IRAS 16293A and IRAS 16293B has a density within the range between 40,000 and 30 million cm-3, and is stable against radial collapse. The data suggest that this bridge is a remnant substructure of a filamentary circumbinary envelope that has undergone turbulent fragmentation to form both protostellar sources.Moreover, the observations uncovered the presence of a separate, straight filament seemingly connected to IRAS 16293B and seen only in C2H, with a flat kinematic signature. This structure stretches straight across source “B” at position angle of about 15 degrees. The researchers noted that the properties of this filament indicate that its origin in outflow activity of IRAS 16293B can be ruled out. Taking into account the results from ALMA observations and also from previous studies, the authors of the paper found that IRAS 16293B may be in an earlier evolutionary stage than the source “A.” In general, they concluded that IRAS 16293 may represent a particular stage in the evolution of binaries, a phase which many other protostars may go through at one point in their evolution. An international team of astronomers used the Atacama Large Millimeter/submillimeter Array (ALMA) to investigate gas dynamics in a nearby young protostellar binary known as IRAS 16293−2422. Results of the observations, presented in a paper published March 29, provide more insights into the evolutionary status of this system. Investors in real estate investments trusts (REITs), publicly traded companies that often own commercial property, have also made huge returns. The Vanguard REIT Index, which tracks 153 major REITs, has surged 411% since March 2009. That’s more than double the S&P 500’s 201% gain over the same period. Of course, all bull markets come to an end. And it looks like the commercial property market may have just peaked. • U.S. commercial property sales plummeted last month… February sales were down 47% from last year, as The Wall Street Journal recently reported. Just $25.1 billion worth of office buildings, stores, apartment complexes and other commercial property changed hands last month, compared with $47.3 billion in the same month a year earlier, according to deal tracker Real Capital Analytics Inc. In January, sales were $46.2 billion. Commercial property prices have also fallen for two straight months. That hasn’t happened in over six years. • In December, we warned that the commercial property market was softening… We pointed out a huge drop in transaction volumes. We also told readers Sam Zell was cashing out. Zell has made billions investing in real estate. He was one of the few real estate moguls to spot the last property bubble and get out before it popped. In February 2007, Zell sold $23 billion worth of office properties. Nine months later, the market peaked. U.S. commercial property prices went on to fall 42%. Now Zell is selling again. In October, Zell’s company sold 23,000 apartment units, about a quarter of its portfolio. Management plans to sell 4,700 more units this year. At this point, it looks like Zell “top ticked” the market again. Commercial property prices hit a record high in November before falling in December and January. • Cheap credit has juiced the commercial property market… The value of commercial property loans hit an all-time high of $1.76 trillion last year. Debt is a key part of the commercial property market. Most investors take out a mortgage when they buy an office building or shopping center. When debt is cheap, they borrow more money. And it’s never been cheaper to borrow money. Dispatch readers know the Federal Reserve has held its key interest rate near zero since 2008. The Fed has suppressed rates to encourage borrowing and spending. This makes it cheaper to take out a mortgage or car loan, or to borrow with a credit card. • Now lenders are suddenly issuing fewer real estate loans… The Wall Street Journal explains: [L]oans are becoming harder to secure even for safe investments such as well-leased buildings. That is because broader market volatility has caused lenders who sell off their loans via bonds known as commercial mortgage-backed securities to grow wary. While the segment made about $100 billion in loans last year, it has come to a virtual halt today, lending executives said. If that continues, it will become more difficult for landlords who took out 10-year loans in 2006 to refinance today. In addition to making fewer loans, lenders are lending out less cash on each loan they make. For the past several years, lenders would loan up to 75% of a property’s value. Now most lenders will only loan up to 65% or 70%, according to The Wall Street Journal. • The commercial property market could collapse without access to cheap money… Property prices could quickly plummet. first_imgBy the time the infection had invaded Ange Bukabau’s central nervous system and begun to affect her brain, her family didn’t know what to do with her. She was acting erratic, out of control. “I was going crazy,” says Bukabau, 32, who makes her living as a vendor in a small town in Democratic Republic of the Congo, about 200 miles east of the capital, Kinshasa. Her family members were frightened — and convinced it was witchcraft. Maybe she had sought a charm to attract a rich man and ended up cursed. “They worried I was a danger to my children, so they took them both away,” she recalls. “I was alone.”What neither she nor her family nor the nurse she had seen had realized was that she had contracted African sleeping sickness — a parasitic disease that, if left untreated, essentially drives people mad before killing them. Happily, Bukabau made it to a hospital just in time and was one of the first patients to be treated with fexinidazole, the first treatment for sleeping sickness that relies on pills alone. On Friday, it earned approval from Europe’s drug regulatory agency, paving the way for its use in DRC and across east, central and southern Africa, where the disease occurs, by mid-2019. Sustained efforts to cure the disease and to combat the tsetse flies that transmit it have already brought the number of cases down from more than 10,000 a decade ago to a couple of thousand last year. Experts say this new, simplified medication, which can cure the infection within 10 days, is an important step toward the elimination of African sleeping sickness. Currently, the most common treatment for the disease involves administering two intravenous transfusions of the drug eflornithine daily for a week. It’s a huge undertaking for sparsely staffed and funded hospitals in rural, sub-Saharan Africa, especially in areas beset by violent conflict. “The infusion treatment caused suffering in the patients as well, causing convulsions or seizures,” says Dr. Victor Kande, who headed clinical trials for the new medication. Early stage sleeping sickness is easier to treat but difficult to diagnose because the symptoms are generic — fever, headache, tiredness. To confirm that patients have the second stage of the disease, and thereby are eligible for the infusions, doctors have to administer a painful spinal tap to see whether the parasites have reached their brains. The new medication treats all stages of the disease, so doctors can confirm infections with a simpler blood test. “And the main side effect is just nausea,” says Kande. “Plus, people can just take it at home. They don’t have to stay at the hospital for a week or more.”The more efficient diagnosis and treatment could mean fewer people will carry the disease undetected — and that means a smaller pool of infected people that can be bitten by tsetse flies.For Kande, who has been treating sleeping sickness since the 1970s, the treatment — born out of a collaboration between the pharmaceutical company Sanofi and the nonprofit Drugs for Neglected Diseases Initiative — has been a long time coming. “It was in 1978 that I treated my first patient with sleeping sickness,” says Kande, who started out as a physician in the remote Equateur region of DRC and later headed the county’s national sleeping sickness program. “I’ve seen real suffering.”Back then, the only option was a drug called melarsoprol, a derivative of arsenic that is still used in some cases. “We’d inject it into patients’ veins, and it would cause them so much pain and they’d tremble,” Kande says. Between 5 and 20 percent of patients died of complications from the toxic drug.As word about the excruciating treatment spread, patients with symptoms started to avoid going to the hospital, Kande says. Others live in areas without hospitals and can’t afford the transportation to get there. The availability of a cure at local pharmacies and health centers is a game changer, he says. And whereas the existing treatment costs nearly $400 per patient to manufacture, the new treatment will cost about half of that, according to Sanofi. Plus, pills will be a lot easier and cheaper to transport than heavy infusion kits, especially in conflict-ridden areas of eastern DRC where violence is escalating alongside an ongoing Ebola outbreak. “This is absolutely a huge breakthrough,” agrees Wes Van Voorhis, a professor of infectious diseases at the University of Washington. “There could be a lot of people who get treated with the pill that just don’t have access to the infusions.” The clinical trial for the new sleeping sickness drug was relatively small — involving about 750 patients in Congo and the Central African Republic. But Van Voorhis, who wasn’t involved in the trials, says it is sufficient to show that the medication works. “To even find that many patients for the trial is a feat,” he says, given the low number of cases, most of them in remote regions. Regardless of how many or few cases there are, it’s crucial to address and eradicate sleeping sickness, Van Voorhis adds — “just because this disease in the past has cycled between very few and very many cases. It has a history of coming back and really afflicting large numbers of poor people. And it causes such intense misery.”Ange Bukabau — who made a full recovery and reunited with her kids — says thankfully, she doesn’t remember the worst of it. “What I really want people to know is that African sleeping sickness exists.
